Implementation Plan

Demonstrating delivery is a key focus of current planning practice and PPS11 (Regional Spatial Strategies) requires the Regional Planning Body to adopt a strengthened focus on implementation when preparing the Regional Spatial Strategy (RSS).

The Assembly is proposing to develop an Implementation Action Plan for the RSS, which will look more specifically at questions such as ‘what will be done’, ‘when’, ‘how much’, and ‘resource allocation’ - in terms of delivering the Plan policies. The Action Plan will be updated annually and will be closely related to the Annual Monitoring Report. Key messages arising from the Annual Monitoring Report would provide critical input into the Implementation Action Plan. Together, the Action Plan and Annual Monitoring Report will provide intelligence on how effectively the Plan’s strategy and policies are being delivered and, if necessary, what more needs to be done to achieve appropriate change on the ground.

Specific ‘Implementation Guides’ are also being prepared for particular Plan policies. These will provide further information/guidance on the Plan’s implementation and, where appropriate, draw in examples of good practice. The following priority areas will be covered by these guides:

  • Settlements
  • Microgeneration
  • Heritage/Landscape
  • Affordable Housing
  • Housing Mix
  • Plan Monitor Manage for Housing
