The Yorkshire and Humber Assembly
Regional Spatial Strategy - adopted May 2008
The Yorkshire and Humber Plan is the current Regional Spatial Strategy for the Yorkshire and Humber Region. It was issued in May 2008 (“current RSS”). It replaces the 2004 RSS which was based on the selective review of RPG12 that was issued in 2001.
The current RSS includes a broad development strategy for the region, setting out regional priorities in terms of location and scale of development, including:
- Economic development
- Housing
- Transport and communications
- The environment (including water, minerals and waste, energy generation and use)
- Tourism and leisure
- Urban and rural regeneration
In this way, the RSS can be called the ‘spatial expression’ of the Integrated Regional Framework and is important for setting out the spatial elements of the Regional Economic Strategy, Housing Strategy and Cultural Strategy. The overall aim is to provide an up-to-date strategy for the region that is clear about how it should develop.
The current RSS is available from the Government Office website at

More information about how the RSS was prepared and implementation of the current strategy can be found using the links on the left.
Reviews of the RSS will be needed on a continual basis. We are currently in the process of reviewing the RSS. More information on the 2009 Update can be found by clicking here:
