Sustainability Appraisal and Habitats Regulations Assessment
There are formal requirements to appraise the 2009 RSS update as it is developed. This will build on the appraisal of the current RSS adopted in May 2008.
Sustainability Appraisal (SA) is a statutory requirement of the Planning and Compulsory Purchase Act 2004. The main aim is to ensure that the RSS 2009 Update improves the contribution that the RSS makes to the achievement of sustainable development.
The SA will incorporate the requirements of the Strategic Environmental Assessment Directive (SEA) which requires formal assessment of plans and programmes likely to have significant effects on the environment.
Habitats Regulations Assessment (HRA) refers to the requirement under the Habitats Regulations to demonstrate that the implementation of the RSS 2009 Update would not adversely affect the integrity of European nature conservation sites.
Land Use Consultants (LUC) have been commissioned by the Assembly to undertake the SA and HRA of the RSS 2009 Update. The consultants will challenge the work carried out by the Assembly at each stage of the process. In particular, LUC will offer an independent critical appraisal of the approach adopted by the Assembly to developing spatial options.
