Strategic Housing Market Assessments, April 2007 - June 2008

The Assembly in partnership with the Government Office commissioned ECOTEC to produce a Strategic Housing Market Assessment (SHMA) for each of the strategic housing markets in Yorkshire the Humber and an explanatory/overview report. The work builds on the evidence available from local authority level housing market assessments and through intelligent analysis of housing markets, provides:

• Adequate evidence to support the policy approaches in the emerging round of Local Development Frameworks.
• An evidence base that will individually and collectively shape the implementation of relevant parts of Regional Spatial Strategy and inform the Plan Update.
• Evidence for the Regional Housing Board that will make a significant contribution to setting the sub regional investment priorities for the Regional Housing Single Pot.

Planning Policy Statement 3 requires the carrying out of SHMAs in order to inform the preparation and implementation of Local Development Frameworks and the Regional Spatial Strategy. Annex C of Planning Policy Statement 3 briefly describes the scope of a SHMA.

A study was carried out in 2006 to map the sub-regional housing markets in Yorkshire and the Humber (The DTZ Mapping Markets study). The findings of this study informed the debate on housing policy at the EiP of the now approved Yorkshire and Humber Plan (Regional Spatial Strategy to 2026).

The work from ECOTEC is providing three key outputs:

• A review of relevant work undertaken in all parts of the region (particularly Local Authority Housing Market Assessments and City Region level research) and identification of what further work needs to be done to prepare SHMAs for the identified Strategic Housing Markets in the region. This work includes a rationalisation of the earlier mapping work to create 17 areas for which data can be readily provided. Published in September 2007. This Stage 1 report can be downloaded below.
• The preparation of SHMA reports for each area. The 17 separate SHMA reports can be downloaded below.
• Production of an overview report which includes guidance on refreshing the content of the analysis of the markets in order to keep the evidence base up to date. The overview report can be downloaded below. The Technical Note on refreshing the studies will be available shortly.
