National Housing and Planning Advice Unit

The National Housing and Planning Advice Unit (NHPAU) was established by the Department for Communities and Local Government (CLG) in response to Kate Barker’s Review of Housing Supply and was formally launched in June 2007.

The Unit is responsible for providing advice to government and regions about the impact of planned housing provision on affordability. The Unit is looking specifically at affordability of private market housing and is basing its advice on population and household projections and the Unit's affordability model and research programme.

The Assembly, along with Government Office and Yorkshire Forward, have provided the NHPAU with information and data about strategy and policy in the region together with intelligence about housing, migration and the economy. In February 2008 we sent a statement to the NHPAU from the Regional Planning and Housing Boards. This statement can be downloaded below.

On 26 June 2008 the NHPAU provided their advice to Government. The responsibility for preparing this advice has rested entirely with the NHPAU and there has been no discussion with the NHPAU on their final figures. The latest figures are not published as a target but as a basis for further discussion. Government has written to the Regional Assembly setting out its requirements for considering the NHPAU’s advice through a review of the Regional Spatial Strategy.

Through the 2009 Update we will consider the Unit's advice and the issue of housing affordability alongside other wider strategic issues including regeneration, location of growth, mix and quality of housing and infrastructure. This will require close collaboration with local authorities and other partners to make sure the RSS 2009 Update meets the specific needs of our region. We will continue to work closely with Yorkshire Forward to understand the assumptions, methodology and modelling that underpins the Unit's advice and to 'reality check' the figures.
