Housing Delivery
As a result of the early feedback from the Spatial Options consultation we have undertaken some further work on housing delivery in the form of a short enquiry which considered written evidence and further oral evidence from some participants. The Enquiry was Chaired by Professor Ian Cole from Sheffield Hallam University assisted by Colin Harrop, Regional Chair of RICS.
We invited short written submissions (up to 3000 words) particularly on the current market constraints to delivery and the shape of the market post the recession. We were looking for specific evidence to address the following issues:
- The likely housing output for the region annually over the next 5 years;
- The speed at which any recovery is likely to take place;
- The barriers to market recovery;
- Interventions that can speed up the increases in delivery as the market recovers;
- How different will the housing market be after the recession e.g. will there be more private renting and/or a bigger role for shared equity models of ownership;
- Models or mechanisms for supporting the continued delivery of affordable housing; and
- At what point in the future could the region expect its annual delivery of housing to surpass the 22,000yr target in the approved RSS.

Professor Ian Cole and Colin Harrop are now preparing their independent report and findings following the enquiry. This report will be published and available on the Assembly's website shortly.
