Monitoring Framework for the Regional Spatial Strategy
The current Regional Spatial Strategy (RSS) for Yorkshire and the Humber was issued in December 2004. This was based on a Selective Review of RPG12 (originally issued in 2001). The current monitoring framework reflects what has happened on the ground in relation to the current RSS as the agreed spatial strategy for the region.
To accomplish this, a suite of indicators was developed which reflect those policies and objectives set forth in the RSS. Through the Annual Monitoring Report (AMR), analysis of the indicators provides the ability in which to report on progress.
The Assembly began work on the development of a new RSS in 2004, with the Yorkshire and Humber Plan (The Plan) submitted to the Secretary of State in December 2005. The Plan was subject to an Examination in Public (EiP) in September and October 2006. Based on the Panel’s recommendations emerging from the EiP, the Secretary of State will propose changes to the Plan. These will be issued for public consultation in summer 2007 and The Plan should be finalised by the end of 2007.
When The Plan is finalised it will contain a new monitoring framework. In its draft form, the monitoring framework concentrates on how it will be possible to measure change on the ground in relation to the desire outcomes set out in The Plan. AMR2006 began the first steps towards transitioning from the current monitoring framework to the proposed monitoring framework. Annex One of AMR2006 analysed the current monitoring framework and Annex Two began assessment based on the proposed monitoring framework. Both Annexes are available for download below.
