Implementing the Yorkshire and Humber Plan
The RSS sets out a vision of what Yorkshire and Humber will look like by 2026 and a series of outcomes that need to be met in order to deliver this vision. The RSS identifies the scale and distribution of provision for new housing, priorities for the environment and considers transport infrastructure, economic development, waste treatment and disposal. This is the starting point for an evolving set of documents that will improve delivery of the Yorkshire and Humber Plan (Regional Spatial Strategy up to 2026) which was published in 2008.
The new planning system encourages us to explore new ways of planning and bring together our work with that of other organisations in the Region. This will help better delivery and ensure that the Region gets the most out of the efforts of different bodies. To help deliver the Plan government guidance on regional planning (Planning Policy Statement 11
) requires the inclusion of an Implementation Action Plan (IAP) as an integral part of the Yorkshire and Humber Plan. The implementation action plan is not a statutory document. However, it plays a fundamental role in linking regional policy with local implementation. To that end it is necessary for the IAP to be kept constantly up to date.The purpose of the IAP is to identify:
- Who delivers the Plan,
- The performance of the Plan,
- Difficulties and challenges in delivery
- How investment for the Region is aligned
- What infrastructure supports the delivery of the Plan
The Implementation Action Plan will be reviewed on an annual basis so as to respond to outcomes identified through annual monitoring, conformity, working with partners and changing priorities.
The Assembly recognises that there are some gaps in the availability of data and information needed to monitor fully the policies and core approach of the RSS. Where this is the case, the Assembly will continue to work with regional stakeholders and delivery organisations/agencies to understand better what data needs to be collected to inform and provide a full picture in relation to the implementation of the Plan and effectiveness of policies and principles.
The Assembly will seek to ensure that the Implementation Plan focuses on outcomes so as to ensure that the document better aligns with other regional strategies. This will be especially important as work on implementation and delivery feeds in to preparation for a Single Regional Strategy.
