Below is a summary of issues discussed and decisions taken at the Regional Executive Board meeting on 5 March 2009. You can download the meeting papers from the link at the bottom of the page. SNR/Regional Transition Arrangements
Members discussed developments on work involved in the Government’s Sub-National Review of Economic Development and Regeneration (SNR), which has a number of implications for regional and sub-regional level working, including the abolition of the Assembly from 31 March 2009.
Since the REB last met, the Local Democracy, Economic Development and Construction Bill, which will help take forward much of the work, has progressed through the House of Lords and is expected to reach report stage later in March. A number of amendments have been tabled, particularly regarding the roles of RDAs and local government, along with the influence and involvement of stakeholders.
In the region, the final meetings of Assembly Boards are taking place, with arrangements for the four new policy boards due to be considered by the new Joint Regional Board on 6 March. The development of a new Independent Board looking at sustainability issues is continuing following research and consultation across the region.
Members discussed a range of issues, including the approval of Regional Business Plan by Government, funding the transition to new arrangements, and details of the final full Assembly.

Close of Accounts 2008/9 - Audit Plan
Members agreed the Audit Commission Audit Plan for the Assembly covering 2008/9 and that the Audit Report would be issued to the Leaders Board/Joint Regional Board as the successor bodies to the Assembly.
