Regional Executive Board
The Regional Executive Board is where the region’s key players come together to co-ordinate regional policy, align regional activity and resources, and secure the partnerships that will deliver our vision and priorities for a better, sustainable future for Yorkshire and Humber.
The Board acts as the region’s co-ordinating body, ensuring that the regional strategic priorities set out in the Integrated Regional Framework are met and delegating operational activity for housing, planning and transport to three functional boards.
What does it do?
The Regional Executive Board:
- Ensures the co-ordination and alignment of regional activity, in particular, through the development, implementation and monitoring of the Integrated Regional Framework;
- Delegates responsibility to the functional Boards for developing and delivering their strategies;
- Considers and responds to advice from the Sustainable Development Board;
- Advises the Assembly on achieving its objectives and acts on behalf of the Assembly as delegated;
- Develops the Assembly business plan and budget, oversees implementation and monitors outcomes;
- Establishes sub groups of representatives from members and other organisations within the region to take forward the work of the Assembly; and
- Appoints representatives to serve on any other body to present the views of the Assembly.
Over the past year, the Regional Executive Board has...
- Met with Regional Ministers, Caroline Flint (in October) and Rosie Winterton (in February and April)
- Agreed action in response the housing and infrastructure growth challenges facing the region
- Agreed a strategic response to the Government’s Eco-Towns Proposals
- Agreed the Region’s response to the consultation on setting up the Homes and Communities Agency
- Agreed the key issues to be considered as part of the continued debate on the Sub-National Review
- Provided a strategic steer to work on Proposed Changes to the Yorkshire and Humber Plan (draft RSS) and signed off the final version of the new Integrated Regional Framework
How does it work?
The Board is accountable to the full Assembly and is responsible for building and maintaining good relationships with Assembly members. Wherever possible the Regional Executive Board conducts business on the basis of consensus and the membership reflects the 60:40, Local Government : Social, Economic and Environmental Partner split, in place in the Full Assembly. Observer members include senior officers from Yorkshire Forward and Government Office, along with a Local Authority Chief Executive representative.
How often does it meet?
The Regional Executive Board usually meets monthly (except during May and August). All meeting agendas, papers and minutes are available from the Assembly website.
What are the priorities for this year?
The Regional Executive Board will steer work to ensure the Assembly’s key functions on housing, planning, transport and scrutiny continue delivering during the key transition period to the new regional arrangements brought about by the Government’s Sub-National Review.
Who's involved?
Membership of the Regional Executive Board is drawn from the full Assembly and has been designed to reflect the 60:40 partner split. Members come from one of five groups: Local Authority sub regional partnerships, city region partnerships, local authority rural, Social, Economic and Environmental Partners Group, and the functional board chairs. The Chair and Deputy Chair of the Regional Executive Board are the Chair and Deputy Chair of the full Assembly. Key observer members are also represented.
Who supports the Regional Executive Board?
The work of the Regional Executive Board is led by an Executive Co-ordination Team made up of the Chair, Peter Box, the Deputy Chair, Paul Jagger, and two Executive Directors, Sue Jeffrey and Chris Martin. Expert policy advice is provided by four Heads of Service responsible for: housing; planning strategy; scrutiny; and planning conformity. In addition, an advisory group made up of senior officers from the nominating bodies meets regularly to steer, shape and support the work of the Regional Executive Board.
